SPACE is an association created to support the European supply chain for the aeronautical activities.
This association is supported by all the main customers of the European aerospace industry, and is focussed  on the industrial improvement of small and medium companies. The aim is to actively develop this supply base in order to enhance their industrial performances (quality and on time delivery as well as their competitiveness) to cope with the huge challenges of this industry:  impressive ramp up, new technologies, higher quality standards. The support covers diagnostics, actions plan definition, and improvement projects supports. It covers also trainings in the area of supply chain management (MRPII organization, lean techniques, 6 sigma quality tools, problem solving methods and project management techniques).
After 4 years of operations and first significant results, the association aims to continue to amplify its development, including the services offered to its members, the number of suppliers involved (from 30 improvement projects in 2010 to more than 100 in 2011), as well as the geographical coverage. The association is going to deploy in Europe (First in Germany, then in the UK , Spain, Italy and northern Africa)

To conduct this second phase of development, the association recruits its Operating Manger
We seek a leader able to manage with a great autonomy a small structure with direct resources, but also with indirect (seconded) resources provided by the executive members.
His (her) capacities of management, rigor, efficiency focused on objectives enable him (her) to assert himself in a constrained environment. His charisma makes of him a natural leader recognized on the area of Supplier Development (planning, lean, Quality management) and in the aerospace industry, as well with large clients than with SME suppliers. He shows a capacity to advice, to train.
The context of dealing with several customers requires independence, integrity, confidentiality. This independence requires also a minimum of experience in managing in autonomy a small business.

This position located at Blagnac requires many short travels in Europe.
He is in addition comfortable in the international context relationships and speaks fluently English which is the working language of the association. Based in Blagnac, he needs to speak French, the capacity to master other languages and particularly German would be a plus.


SPACE Operating Manager main missions
1 SPACE MANAGEMENT
1.1 Office activities:
„« Manage SPACE day to day activities
„« Manage the SPACE staff (assistant and webmaster): salaries, objectives, achievement, HR functions, etc.
„« Prepare the SPACE annual budget, and responsible for the budget management and control in the limit provided by the board (travels, office, office expenditure, etc.);
„« Control the Basic accounting (validation made by
„« Cash flow management (under responsibility of treasurer)
1.2 Executive board secretary activities and executive members general assemblies
„« Convene the regular board executive meeting: set-up agenda, invitation, meeting notes, actions follow up.
„« Participate as an executive member to all decisions of the board (strategic and operational activities)
„« Manage the adhesions of all new executive member
„« Set-up annual ordinary and all extraordinary  SPACE member meeting
„« Report on a regular basis to all the executive members concerned on a bilateral way a synthetic results (mission report) on IS actions from seconded employees
„« Optimise the seconded resources available
2 SUPPORT TO ASSOCIATE MEMBERS
2.1 Improvement Services (IS) activities:
Push projects (initiated by executive members)
„« Prepare the draft list of improvement services (IS) based on information collected from each Executive Member
„« Identify sub-tier supplier candidates to IS in the different unilateral candidates lists
„« Request from sub-tier supplier candidate its consent for implementation of the IS and define with them objectives
„« Communicate to each Executive Members concerned draft list IS corresponding to its candidate list
„« Set up the appropriate team with seconded personnel available. First to conduct the diagnostic and then to support the implementation of the final list IS agreed with the supplier
„« Sets up a steering committee chaired by the sub-tier supplier and composed of seconded personnel and validate the mission statement

Pull projects (initiated by suppliers or by regions)

„« Participates, with the institutions, in the program build-up ¡Vcompanies participating, organization
„« Manage the contracts (with institutions and consultants)
„« Establishes program budget and controls its realization
„« Select the consultants
„« Follow the activities of the consultants, validates and pay their invoices
„« Establishes the invoice for the institutions
2.2 Training

„« Maintain the SPACE training qualification (annual declarations of activity)
„« Develop and maintain the SPACE training programs
„« Pilot the training calendar
„« Organize the training sessions
„« Establishes contracts (agreements with participants, consultants)
2.3 Benchmark activities
„« Control that the subcontractor activities for the SPACE benchmark are in line with the contract and if necessary take the necessary actions for its respect. Notify deviation if any to the Space executive board
„« Make available the global anonymous report to all SPACE members and ensure that the detailed reports are available on a confidential way to any SPACE associate member.
2.4 Development
He will propose all useful activities to support the enlargement of SPACE influence in order to increase results.
3 EXPERT / CONSULTANTS ACTIVITIES
3.1 Seconded personal control activities:
„« Control the IS (improvement services) activities done by the seconded people are in line with the mission statement and planning
„« Conducts the experts qualification process (for diagnostic) and maintain the qualified experts list
3.2 External consultants management activities:
„« Define a list of objective criteria for accreditation of external consultants (experience, competence, specific expertise¡K) in relation if needed with other entities like EAQG.
„« Select them and control on a regular basis the skills needed are at the level required
„« Keep available the list of accredited external consultants on SPACE website
4 COMMUNICATION
4.1 Representation activities:
„« Participates and supports the President in the representation activities, within executive members, with local organizations, with national entities, ¡K
„« Manage the day to day relationship with other national suppliers representatives (GIFAS, SBAC, BDLI, ASD)  in the best SPACE interest
„« Manage the operational relationship with national entities in a funding point of view
4.2 Commercial activities:
„« Participate in Search new SPACE members (executive and associate) to develop the SPACE business and to make the association more powerful and efficient.
4.3 Newsletter
„« Responsible for a trimester issue of a SPACE newsletter.
„« Supervises the content
4.4 Website
„« Develop and maintain a valuable website
4.5 Forums, experience sharing days
„« Organizes regular events, experience sharing forum, ¡K for the Associate members, experts
4.6 SPACE awards
„« Manages the process for suppliers applications, jury meeting, award realization and formal ceremony
